California Energy Commission
The Commission has five major areas of responsibility carried out by five divisions. The divisions are: Administrative Services; Energy Efficiency; Energy Forecasting and Resource Assessment; Energy Development; and Energy Facilities Siting and Environmental Protection.

The Energy Efficiency Division conducts programs to cover residential and nonresidential building efficiency, appliance efficiency, commercial and residential load management, energy audits, tax credit information and grants and loans for energy efficiency improvements for schools, hospitals, local governments, and farms.

The divisions are responsible for five basic areas: 1) forecasting future statewide electricity needs; 2) licensing power plants to meet those needs; 3) promoting energy conservation; 4) developing renewable energy resources and alternative energy technologies; and 5) planning for and directing state response to energy emergencies.

Energy Efficiency & Renewable Energy Network (EREN)
The EREN is a joint project between the Office of Energy Efficiency and Renewable Energy at DOE headquarters, the Argonne National Laboratory, the Oak Ridge National Laboratory, and the National Renewable Energy Laboratory.

Access to EREN allows one access to a large depository of energy efficiency information, data, and resources. Information can be searched and retrieved by subject or organization. EREN can be used as an entry to the national laboratories at Argonne, Brookhaven, Lawrence Berkeley, Los Alamos, NREL, Oak Ridge, Pacific Northwest, and Sandia. EREN also provides links to other federal and private resources on the Internet.

The Energy Efficiency and Renewable Energy Database is a subset of the Energy Science and Technology Database (EDB) created and maintained by the Department of Energy, Office of Scientific and Technical Information (OSTI). The database contains all unlimited, unclassified scientific and technical information relating to energy efficiency and renewable energy topics processed at OSTI that is DOE sponsored or published in the United States.

EREN also provides access to Home Energy Magazine, published by Energy Auditor and Retrofitter, Inc., a non profit corporation based in Berkeley, CA, as well as other newsletters and magazines.

The Energy Efficiency and Renewable Energy Clearinghouse offers information and assistance to a broad audience (consumers, educators and students, builders, businesses, government agencies, entrepreneurs) on a wide range of topics by providing publications, customized responses, and referrals to energy organizations.

Energy Ideas Clearinghouse BBS
The Energy Ideas Clearinghouse provides technical support for increasing energy efficiency in the commercial and industrial sectors. Clients include utility staff, engineers, facility owners and operators, consultants and other energy professionals. Clearinghouse resources support all technologies that affect energy use in commercial buildings and industrial processes. Up-to-date information on products, practices, and technologies; national, state, and local programs; and the environmental aspects of energy use is available at the Clearinghouse.

Energy Information Administration
EIA is the U.S. government's statistical agency with responsibility for the collection and dissemination of energy data and analysis. New offerings in July 1997 include the OPEC Fact Sheet with estimates of March 1997 and annual 1996 crude oil production from the 11 OPEC countries. Information and reports on oil, gas, coal, nuclear and alternative/renewables are available, as well as international and sector overviews on energy supply and demand. Also new for July is an updated Country Analysis Brief on Iraq, including a detailed table showing current and future oil projects that Iraq is trying to develop.

In addition to energy data, analysis, and forecasts, EIA also maintains links to other sources of information available on the Internet.

Enviro$en$e
Enviro$en$e, funded by the Environmental Protection Agency and the Strategic Environmental Research and Development Program, allows those implementing pollution prevention programs or developing research and development projects to benefit from the experience, progress, and knowledge of their peers.

Enviro$en$e includes a pollution prevention forum for all levels of government, researchers, industry, and public interest groups. Enviro$en$e has been developed to host an expert architecture known as the Solvent Umbrella. The Solvent Umbrella will allow users to access solvent alternative information through a single, easy-to-use command structure.

ESnet
ESnet is a nationwide computer data communications network managed and funded by the U.S. Department of Energy Office of Energy Research (DOE/OER). ESnet interconnects the diverse and widely dispersed energy research community which consists of the Department of Energy national laboratories and U.S. universities funded by the DOE to conduct energy research. ESnet facilitates remote access to major ER scientific facilities, provides needed information dissemination among scientific collaborators throughout all ER programs, and provides widespread access to existing ER supercomputer facilities.

ESnet is engineered, installed and operated by the networking staff of the National Energy Research Supercomputer Center, located at the Lawrence Livermore National Laboratory in Livermore, California.

The Export-Import Bank of the United States (Ex-Im)
Ex-Im is an independent U.S. Government agency that helps finance the overseas sales of U.S. goods and services in order to create jobs through exports. The link to Ex-Im Bank and the Environment provides information about the Bank's programs, policies, requirements and pending transaction list.

FedWorld
FedWorld is a collection of US government information servers sorted into main subject categories.  Most of the information available through FedWorld will be detailed elsewhere in this publication. The FedWorld ftp site is ftp://fedworld.gov/pub. There is a search engine on the ftp information page on the web (http://www.fedworld.gov/ftp.htm).

FinanceNet
FinanceNet links public and private sector financial management professionals in government, Federal, State and Local government, academia and industry on issues of fiscal finance.

Government Information Locator Service (GILS)
As part of the Federal role in the National Information Infrastructure, GILS will identify and describe information resources throughout the Federal government, and provide assistance in obtaining the information. GILS supplements other government and commercial information dissemination mechanisms, and uses international standards for information search and retrieval so that information can be retrieved in a variety of ways. This system is not yet implemented. This site details issues involved in creating such system.

National Association of State Energy Officials (NASEO)
NASEO is a non-profit corporation composed of energy officials from the state energy offices and affiliates from private and public sectors. NASEO informs the administration, Congress and national organizations about state energy priorities and concerns. The Association provides forums and meetings for energy officials, policy makers and others.

National Energy Research Supercomputing Center
The National Energy Research Supercomputer Center (NERSC) is the principal supplier of production high-performance computing and networking services to the nationwide energy research community. The programs directly supported by NERSC in the Department of Energy's Office of Energy Research include the mathematical, information, and computational sciences division; fusion energy; basic energy sciences; high energy and nuclear physics; and health and environmental research.

National Technical Information Service
The National Technical Information Service (NTIS) is an agency of the U.S. Department of Commerce that gathers and markets scientific, technical and business-related information. The NTIS collection covers current technologies, business and management studies, and international market research reports. Additional research results are available in the environment, energy, health, and social sciences.

Overseas Private Investment Corporation (OPIC)
OPIC, an independent U.S. Government agency, assists U.S. companies investing in about 140 emerging economies worldwide by financing businesses through loans and loan guaranties; supporting private investment funds that provide equity for U.S. companies investing in projects overseas; insuring investments against a range of political risks; and informing the American business community of investment opportunities overseas. In addition to detailing how OPIC provides assistance, this site lists projects in which OPIC played a role in 1995 and 1996, with the companies involved, assistance amounts and project type.

STAT-USA
STAT-USA is leading the way in becoming the U.S. Government's premier Internet publisher of business, trade and economic information. STAT-USA gathers business and economic information from over 50 Federal Agencies and distributes them from a central source. STAT-USA/Internet data bases include: the National Trade Data Bank; the National Economic, Social, and Environmental Data Bank; the Economic Bulletin Board; the Global Business Opportunities Service; and the Bureau of Economic Analysis.

STAT-USA is a subscription-based service, though guest users are allowed to access a small sample of the data available. For additional information about STAT-USA/Internet send e-mail to: stat-usa@doc.gov.

US Agency for International Development
USAID is an independent federal government agency that conducts foreign assistance and humanitarian aid to advance the political and economic interests of the United States. 

US Department of Energy
The Department of Energy provides technical information and scientific and educational foundation for technology, policy, and institutional leadership necessary to achieve efficiency in energy use, diversity in energy sources, a more productive and competitive economy, improved environmental quality, and a secure national defense.

Albany Research Center
The Albany Research Center is a U.S. Department of Energy materials research laboratory located in Albany, Oregon which offers a broad suite of capabilities and expertise in Materials research. The mission of the Albany Research Center is to provide stewardship for the Nation's mineral resources by conserving materials produced from minerals.

Ames Laboratory
Ames Laboratory is a government-owned, contractor-operated U. S. Department of Energy laboratory seeking solutions to energy-related problems through the exploration of chemical, engineering, materials, mathematical and physical sciences.

Fossil Energy is one of the twelve broad areas of program research at Ames.

Argonne National Laboratory (ANL)
Argonne National Laboratory is one of DOE's largest energy research centers, with an annual operating budget of about $500 million supporting more than 200 research projects. Energy efficiency information available on this server in found in the Energy and Environmental Science and Technology Department.

Brookhaven National Laboratory (BNL)
Brookhaven National Laboratory is located on Long Island, New York. As a non-defense research institution, BNL is dedicated to basic and applied investigation in a multitude of scientific disciplines.

A search of the INFORM Database (telnet://brookhaven@inform.bnl.gov login as brookhaven) on energy efficiency produced twelve returns, mostly dealing with clean fossil fuel technologies.

Ernest Orlando Lawrence Berkeley National Laboratory (LBNL)
LBNL is a multiprogram lab where research in advanced materials, biosciences, energy efficiency, detectors and accelerators focuses on the national needs in technology and the environment.

The Energy & Environment Division conducts research through the following activities:

  • The Building Technologies Program develops window, lighting and glazing technologies that save energy and maximize visual and thermal comfort of building occupants.
     
  • The Energy Analysis Program studies energy use in the United States and abroad. The Program also develops software that allows architects and building engineers to design or retrofit buildings for maximum energy efficiency and occupant comfort.
     
  • The Energy Conversion and Storage Program develops energy-efficient, environmentally safe processes and materials for energy conversion and storage
  • Scientists in the Environmental Research Program investigate the character and effects of environmental pollution as well as its prevention and remediation. The Program's combustion research is relevant for increasing the energy efficiency and environmental acceptability of combustion technologies.
     
  • The Indoor Environment Program characterizes and measures indoor pollutants and their sources; evaluates the energy performance of heating, ventilation, and air-conditioning (HVAC) systems in buildings; develops techniques and devices for detecting, characterizing, and measuring indoor air pollutants; and works with academia and governmental health agencies to assess the risks to human health from various indoor air pollutants.
     
  • The Microstructured Materials Group has created the Web's definitive site on the subject of aerogels. Subjects covered include how they are made, surface chemistry, physical, thermal, and optical properties, and commercial possibilities.

The Center for Building Science has an interdisciplinary staff of 225 and studies a wide spectrum of environmental, economic, and technical aspects of energy-efficiency. The Center is a leader in developing and commercializing energy efficient technologies and analytical techniques and in documenting ways of improving energy efficiency. A wide variety of resources is available at this website and gopher server. The Center also runs Energy Crossroads to organize a wide array of pointers to energy-efficiency resources on the World Wide Web.

Idaho National Engineering Laboratory (INEL)
Operated by Lockheed Martin Idaho Technologies Company, INEL conducts research related to the environment, energy production and use, U.S. economic competitiveness, and national security. INEL also conducts research in alternate energy supply and energy efficiency. The section on Transportation Research and Development Activities includes information on electric and natural gas vehicles and alternative fuels.

Lawrence Livermore National Laboratory
LLNL is operated by the University of California under a contract with the US Department of Energy. The Energy Research division is not yet available online.

Los Alamos National Laboratory

National Renewable Energy Laboratory (NREL)
NREL is the nation's leading laboratory for renewable energy and energy efficiency research. NREL develops renewable energy technologies to heat and cool buildings; increase efficiency in industry; light homes and offices; power cars and trucks; produce plastics, clothing, and chemicals; clean our water; and destroy toxic wastes.

NREL also operates the Alternative Fuels Data Center. The AFDC collects operating information from vehicles (in programs sponsored by the AMFA) running on alternative fuels, analyzes those data, and makes them available to the public. The AFDC also maintains information on research reports conducted for both the Biofuels Systems Division and the Fuel Utilization Data and Analysis Division of the DOE Office of Alternative Fuels.

NREL maintains the New Energy Information Locator (NEIL), a database of electronic sources of information on renewable energy and energy efficiency. It identifies databases, bulletin boards, and information on diskette such as directories, mailing lists, product lists, and service lists. The database provides the following information: product name, producer and contact, format, type of information, subjects, dates of coverage, geographic coverage, number of entries, updates, language, content/description, general notes, and availability.

Oak Ridge National Laboratory (ORNL)
ORNL is a Department of Energy multiprogram laboratory managed by Lockheed Martin Energy Systems, Inc. Scientists at ORNL conduct a wide range of basic and applied research and development to advance the nation's energy resources, environmental quality, scientific knowledge, educational foundations, and economic competitiveness. ORNL collaborates in these activities with other federal agencies, industry, and universities. The following are some of the ORNL information servers:

The Energy Efficiency and Renewable Energy Program offers access to a variety of information as well as three searchable databases:

  • Building Energy Research Bibliography a full-text and field (title, author, abstract, reference, date) searchable database of more than 2,000 abstracts.
     
  • International Energy Agency's CADDET Register Information on real-world demonstrations of energy technologies from the International Energy Agency's Center for the Analysis and Dissemination of Demonstrated Energy Technologies. See listing under International Organizations.
     
  • Southeastern Building Community Directory people and organizations with interest or expertise in buildings energy efficiency. The directory includes consultants, researchers, manufacturers, sellers, and educators.

Pacific Northwest Laboratory (PNL)
PNL, located at Richland and Sequim, Washington employs about 4,500 staff members with an annual budget of more than $500 million. PNL conducts research in nearly every field of basic science to solve problems in the areas of the environment, energy, health and national security.

Pacific Northwest Laboratory, Advanced International Studies Unit (AISU)
The Advanced International Studies Unit (AISU) is an international energy and environmental problem solver with close ties with an international network of energy analysts and project managers. AISU is part of the Emerging Technologies Division of the Pacific Northwest National Laboratory, operated by Battelle Memorial Institute for the U.S. Department of Energy. AISU is best known for establishing six independent energy efficiency centers in countries with economies in transition.

Pittsburgh Energy Technology Center (PETC)
The Pittsburgh Energy Technology Center (PETC) is the nation's largest government laboratory devoted to the development of new, environmentally clean fossil energy technologies. PETC is a field office of the U.S. Department of Energy's Office of Fossil Energy. Information is available on the Clean Coal Technology Program including project details.

Sandia National Laboratory
Sandia National laboratory is managed by Sandia Corporation, a Lockheed Martin company. The Energy and Environment Sector conducts programs in energy research, fossil energy, renewable energy, nuclear energy, nuclear waste management and environment. They include:

Sandia's Renewable Energy Program strives to develop commercially viable energy technologies based on solar, wind, and geothermal resources that become significant domestic and international energy supplies, with a primary focus on the utility sector.

The Biofuels Information Network is provided by the U.S. Department of Energy, Biofuels System Division with technical support provided by ORNL and NREL and maintains links to topics of interest in the biofuels sector, a bibliography of over 1000 references, and an online publications request service.

The Office of Energy Research publishes ER News bimonthly to provide researchers, engineers, and managers across a broad range of disciplines information about progress in DOE programs.

The Office of Fossil Energy manages a national technology development program to increase natural gas and petroleum supplies and provide cleaner, more efficient ways to use coal and natural gas to generate electricity.

The Energy Laboratory is a recent addition within the Office of Fossil Energy.

The Pollution Prevention Information Clearinghouse facilitates the exchange of U.S. DOE Pollution Prevention Information between DOE sites, state and local governments, and private industries.

Bureau of Indian Affairs, Division of Energy and Mineral Resources, US Department of the Interior
The goal of the Division is to provide professional geotechnical, engineering and economic advice to the Indian landowners seeking to manage and develop their mineral resources. The Division of Energy and Mineral Resources is developing an automated oil and gas information management system entitled NIOGEMS. This software application assists tribes to monitor, verify, and report on the status of natural resource production, revenue, realty and resource management data.

United States Environmental Protection Agency
This EPA World Wide Web Server is being run as a prototype system to provide public access to EPA information. The Web site has a set of Information Locators.

Energy Star Buildings is a voluntary energy-efficiency program for U.S. commercial buildings. The program focuses on profitable investment opportunities available in most buildings, using proven technologies. EPA also runs the Energy Star Office Products program and the Energy Star Residential Program.

The Green Lights Program works with participants to encourage the installation of energy-efficient lighting, only where profitable and where lighting quality is maintained or enhanced. EPA provides technical support to participants, as well as employee education and opportunities for public recognition for their environmental leadership.

The United States Trade and Development Agency
The U.S. Trade and Development Agency assists in the creation of jobs for Americans by helping U.S. companies pursue overseas business opportunities. By funding feasibility studies, orientation visits, specialized training grants, business workshops, and various forms of technical assistance, TDA helps American businesses to compete for infrastructure and industrial projects in middle-income and developing countries.

TDA primarily is involved in these sectors: agriculture, energy, environment, health care, manufacturing, mining and minerals development, telecommunications, transportation, and water resources.
